"A coalition of influential organizations and individuals called on the Conservatives Tuesday to reverse their decision to axe the long-form census, warning the move will hobble governments, cities and private businesses, waste money and leave Canada struggling to compete...Mel Cappe, president of the Institute for Research on Public Policy and formerly Canada's top public servant as clerk of the Privy Council, said the government is right that the census is coercive, but like other "obligations of citizenship" such as jury duty, obeying stop signs and filling out passport forms, it's necessary.

"Those are all coercions of the state, and every five years for 20 per cent of the population to be coerced to spend 20 minutes to fill out the long form does not offend me," he said. "Someone had to make a judgment about that freedom, and the prime minister has come to a judgment on it and I hope he's open to being convinced that he should change that judgment.""
