At least one report compiled by Statcan would seem to indicate that there has been a very slight drop (0.05%) in the levels of CO2-equivalent (CO2 eq.) emitted by major industrial facilities. It's a plausibility, but there seem to have been difficulties in gathering information in the past. Emissions from the province of Manitoba, for instance, were massively under-reported in 2004. That problem leads to a statistical anomoly which would indicate - at first glance - that CO2 eq. emissions increased by roughly 20% in the span of a year!

And, of course, it shouldn't be forgotten that Statcan itself estimates that large, industrial facilities account for only 37% of CO2 eq. being released into the atmosphere.
